Ontario Parks claims they (or any of their partners) need to spend $1,000,000 in capital to upgrade Springwater Park.

This is difficult to imagine because, from their own figures, on average the Ministry of Natural Resources has only spent $24,660 per year from 2008 to 2012 at the park.

Is it reasonable to assume the MNR  (or any other partner) needs to spend 40.6 times the average of the previous 5 years in asset improvements?

Sure things need to be improved but, the park is in great shape and costs the equivalent of 1/7th the cost of one Tim Hortons to run for a year.

BTW: the capital $1-million “hurdle” has not been decreased in the last 10 months by the MNR public relations folks even though 100% of the allegedly very expensive animals have all been moved.
